Dials a Voice Relay WebSocket endpoint through the Sinch Voice V2 platform.

A Call instance.
Parameters
endpoint
WebSocket URL of the Voice Relay server, for example wss://example.com/agent.
options
Voice Relay Voice V2 options, including the required TTS voice and STT language. See Voice locales for the available voices and locales.
Throws
If SinchClient is not started.
If endpoint, DialVoiceRelayOptions.ttsVoice or DialVoiceRelayOptions.sttLanguage is empty, more than 16 call headers are given, a header key is empty or longer than 255 characters, or a header value is longer than 255 characters.
If a permission required to place the call is missing.
